VICC International is a proud member of the Imtiaz Group, a construction and development group that operates across the Middle East, South Asia, Africa, and Eastern Europe.
Headquartered in Dubai, the Group provides integrated engineering, construction, manufacturing, and logistics support that strengthens VICC’s global capabilities.

1993
Imtiaz Construction Co. founded in Afghanistan

Imtiaz Construction began in 1993 as a small Afghan building company formed by Mr. Rahimuhllah Shahsawar, whose vision was to create a dependable construction firm in a place where consistency was rare. His leadership and work ethic shaped the early teams, who built the foundation for what would become a trusted regional contractor known for resilience, quality, and commitment to community. Their efforts set the stage for the growth that eventually evolved into Venco Imtiaz Construction Company and the global VICC family.
2004
Merger with Venco, LLC forming Venco-Imtiaz Construction Company (VICC)
In 2004, Imtiaz Construction Company merged with the Florida-based Venco LLC to create Venco Imtiaz Construction Company (VICC). The new partnership was formed to support US Government construction efforts in the rebuilding of Afghanistan. From this foundation, VICC quickly expanded its capabilities and established itself as a qualified global construction and development firm.
2008
VICC opens Dubai Headquarters
In 2008, VICC established its headquarters in Dubai, positioning the company at the center of one of the world’s most dynamic construction markets. The move strengthened VICC’s regional operations, expanded its technical capacity, and created a hub for managing large-scale projects across the Middle East and beyond.
2020
VICC Expands Into Africa
VICC’s work in Burkina Faso marked its entry into the African market and the beginning of a broader regional expansion. The company’s first project on the continent demonstrated its ability to deliver high quality infrastructure in new and challenging environments, strengthening VICC’s role as a global contractor supporting development across emerging markets.
2022
VICC International Founded in the United States
March
In March 2022, VICC International was founded in the United States as the company’s dedicated platform for U.S. Government, NATO, and allied defense infrastructure projects. The new subsidiary allowed VICC to bring its global construction expertise to American and international programs through a fully compliant U.S. entity.
September
In September 2022, VICC International expanded its footprint with the opening of its Guam office. This presence provided on-the-ground support for Indo-Pacific opportunities and reflected the company’s commitment to serving U.S. agencies and partners across the region.
2023
VICC Grows Its Global Footprint in Africa and Eastern Europe
May
In May 2023, VICC opened its second Africa office in Nigeria and began construction on a World Bank–funded project. The expansion strengthened VICC’s presence in West Africa and reinforced its role as a capable partner for large-scale infrastructure and development programs across the continent.
August
In August 2023, VICC registered in Ukraine to position the company for future reconstruction efforts. Drawing on decades of experience rebuilding critical infrastructure in conflict-affected environments such as Afghanistan, VICC prepared to support Ukraine’s long-term recovery and redevelopment once conditions allow.
2024
VICC Establishes East Africa Hub and Enters the UK Market
June: Uganda Regional Office
In June 2024, VICC established its Uganda Regional Office to support expanding operations across East Africa. The new hub improved regional coordination, strengthened partnerships, and enhanced the company’s ability to deliver complex infrastructure and development programs throughout the region.
October: United Kingdom Registration
In October 2024, VICC completed its registration in the United Kingdom, creating a gateway for future European engagement. This step expanded VICC’s global footprint and positioned the company to support UK, NATO, and international development initiatives.
2025
VICC Expands Into Eastern Europe With New Romania Office
April: Romania Regional Office
In 2025, VICC established its office in Romania to support growing opportunities across Eastern Europe. The new presence strengthened the company’s regional capabilities and positioned VICC to contribute to reconstruction, defense infrastructure, and development programs throughout the European theater.
