Ustad Rahimullah
Chairman
Mr. Rahimullah Shahsawar is the Founder and Chairman of Venco Imtiaz Construction Company and the President of VICC International. He began his professional journey as a Professor of Science and Mathematics at Kabul University.
In 1993, he established Imtiaz Construction Company, focusing on engineering and civil construction services in Afghanistan. Partnering with an American contractor to create Venco Imtiaz Construction Company (VICC), Mr. Shahsawar drove VICC’s growth into new markets, including trading, real estate, and development.
By opening VICC’s Dubai Headquarters in 2008, he has further expanded the company’s reach into Africa, Eastern Europe and the Asia-Pacific markets.
Adam Tiffen
CEO
Mr. Adam Tiffen is a seasoned executive and attorney with over a decade of experience operating in frontier and emerging markets. He holds a Juris Doctorate from the George Washington University Law School and a Bachelor of Science in International Business from Thomas Jefferson University.
He is also a graduate of the U.S. Army War College, where he earned a Master’s Degree in Strategic Studies. A veteran of 24 years in the US military, he brings a wealth of leadership and strategic planning expertise to his role at VICC International.
Mr. Tiffen leads a team dedicated to delivering comprehensive construction, logistics, and mission support services. His leadership has been pivotal in navigating the challenges of working in demanding environments, ensuring compliance with rigorous standards, and successfully executing high-profile projects.
Horia-Răzvan Botiș
Director
Mr. Horia-Răzvan Botiș previously served as Chief of Staff to the Romanian Minister of Research, Innovation, and Digitalization. In February 2024, he was elected Vice-Chairman of the NATO Industrial Advisory Group, following his role as Deputy Head of the Romanian Delegation to the Group, a position he held from January 2021.
He currently serves as Executive Director of the Romanian Defence Industry Shareholders Organization. Since April 2023, he has served as Sherpa (senior coordinator and representative) to the Romanian Head of the General Assembly Board of the Aerospace, Security and Defence Industries Association of Europe (ASD).
Mr. Botiș has been formally appointed, by ministerial order, as Romania’s official representative on the Board of Directors of the NATO Defence Innovation Accelerator for the North Atlantic (DIANA), as well as a substitute member of the NATO Innovation Fund.
Recognizing the strategic needs of the defence industry, he established in 2020 a Center of Excellence for Research, Development, and Innovation within the National Company ROMARM S.A. He served until June 15, 2024, as Head of the Department for Business Development, Innovation, Technology Transfer, and International Affairs.
Amara Soko Sackor
Director
Mr. Amara Soko Sackor is an experienced engineering and infrastructure executive with a career spanning engineering design, construction, and project supervision across multiple continents.
He is the co-founder of TSC Global, a multidisciplinary consultancy headquartered in Washington, D.C., and serves as President of an engineering and construction firm with operations throughout North America and Africa.
Mr. Sackor has played a significant role in advancing major infrastructure initiatives across Africa and the Middle East, with a particular focus on mobilizing investment for sustainable development and delivering innovative, resilient infrastructure solutions.
In addition to his international work, he has led complex infrastructure projects for private-sector clients and U.S. government agencies alike, applying deep technical expertise and strategic leadership to high-impact programs. His work reflects a strong commitment to delivering practical, scalable solutions in challenging operating environments.
