Project Description:

VICC supported the Afghanistan segment of the Turkmenistan–Afghanistan–Pakistan–India (TAPI) Pipeline through comprehensive pre-construction and enabling activities critical to advancing the project in a complex operating environment. The Afghanistan portion of the pipeline extends approximately 774 kilometers, traversing remote, arid, and mountainous terrain across multiple provinces with significant security, logistical, and environmental challenges.

VICC’s scope focused on preparing the pipeline corridor for future construction and included detailed topographic and geotechnical surveying, route verification, and alignment studies to validate design assumptions across varied terrain. This work was supported by aerial surveying and mapping, enabling accurate corridor definition, obstacle identification, and terrain modeling in areas inaccessible by ground teams.

In parallel, VICC executed ground clearance and right-of-way preparation, including vegetation removal, grading, access track development, and laydown area planning. Given the legacy of conflict along the route, the project required extensive UXO and mine risk assessment and clearance, conducted in coordination with specialized teams to ensure safe access for survey and engineering personnel.

Security planning and implementation were integral to all activities. VICC established site security frameworks, coordinated movement control, and implemented protective measures for personnel, equipment, and survey teams operating along the corridor. The project also required significant logistical and life-support operations, including remote camp setup, transport of equipment, maintenance support, and sustainment of crews working in austere conditions.

Through these activities, VICC delivered the foundational work necessary to de-risk construction of one of the region’s most strategically significant energy infrastructure projects, demonstrating its capability to operate effectively in high-risk environments and to execute complex preparatory works at scale.
